Follow-up Comment #3, bug #46324 (project octave):
I think this is clearly related to a recent library packaging change in Debian
unstable where the Q16 suffix was added to the library. Your build of Octave
is now outdated, you probably compiled it against libgraphicsmagick++11 and
just need to rebuild and reinstall Octave now with libgraphicsmagick++-q16-11.
