Details:

Hello,

I'm writing this because I think this could be a bug, as this is the first
version of Octave that includes the gui as default. It's the very first bug
report I make so I'm sorry if I don't do it correctly.

Since I updated to version 4.0, when I start octave without gui ("octave
--no-gui" on terminal), the .octaverc file on my home folder is not readed
(e.g cd("~/Octave") does not change the directory, EDITOR("gedit") does not
change default editor...)).

If I start octave normally it does start with gui and in the folder I set on
my octaverc.

Why could be this? Will be fixed if it's unintentional? Is there any
workaround?

I'm using octave 4.0.0-3ubuntu5, on Ubuntu 15.10 Wily, adm64.
