Follow-up Comment #3, bug #45688 (project octave):
Next changeset regarding file encoding is
http://hg.savannah.gnu.org/hgweb/octave/rev/ed770c16a3e8
which stores the encodings together with each file of the last editor session
in order to correctly load the file at next startup.
The next changeset will focus on storing the encodings of the files in the mru
list.
