Follow-up Comment #15, bug #46771 (project octave):

I'm fairly sure modifying the code page is not the right solution.

I want to know why this happens on your system and not to other people :( 
Maybe we need to force utf-8 somewhere.

Can you try the "bundle" pkg, instead of your own Python install?
