As to the unintended scrolling, could you also make it so that file contents
only scroll when the instruction pointer gets too near to the bottom/top of
the editor pane?
FWIW, that is also the behavior of Matlab's editor.

(I suppose my wish stems from the fact that I always have the editor pane
undocked and at full screen height, while other people (Matlab users at work,
the occasional screen shots here in the Octave mailing lists) have the editor
at about half screen height docked above/below the terminal pane. In the
latter case, keeping the pointer vertically centered may be more helpful.)

@Lachlan:
Again, Matlab doesn't behave any better, but still again, I may (do?) not
fully understand how that dbstop option is to be used in practice.
