Follow-up Comment #2:

I believe I have fixed the issues with support for Windows 7 and later in
these two csets (http://hg.savannah.gnu.org/hgweb/octave/rev/8bae5c3d4b30 and
http://hg.savannah.gnu.org/hgweb/octave/rev/ad9489d43ce9).

I now detect an error by looking for the pattern " -" which seems to be
consistent across various Windows versions.  I updated the docstring to be
better as well.
