Follow-up Comment #1, bug #46861 (project octave):

Most probably Octave is waiting for something that it has no (more?) access
to.

Do you have the option "Allow Octave to connect to the Octave web site ..."
(in Network tab in Preferences) set? 
(though I wonder if this would cause long delays)

Or does the directory where Octave should start (Octave startup under General
tab in Preferences) still exist?

Or perhaps Octave has no access to files it is supposed to access (maybe
referenced in .octaverc).

My bet it is something along these lines.
