Follow-up Comment #31, bug #41027 (project octave):

I also think that's a useful distinction, it helps serve both a documentation
purpose and a maintenance purpose.

In the public header files, it also enables users to


#include <octave/oct.h>


if they like that style, and the local include directives should pick up all
Octave headers that are also in the octave subdirectory without adding it as a
-I option.
