In 4.0.0 for Windows the included io package was crippled just by accident.
Indeeed, if even 4.0.1-rc3 crashes there may be something wrong outside
Octave. Given that there must be many many Octave-4.0.0 on Windows
installations just working (we don't hear that much complaints about crashes
like yours) I think it is wise to try some other PC.
