Details:
The icon used for shortcuts in windows system is too big. If the icon sizes
are set to be smaller, the icon gets clipped. Even if the icons are set to be
displayed as large, there is some clipping present.
Its not major, but it also gets a bit annoying to spot the icon since it is
almost not detectable.
Attached a picture indicating the problem.
OS: Windows 10 64 bit.
Octave version: 4.0.1 RC3 (compared against stable 4.0)
