Follow-up Comment #8, bug #47240 (project octave):

@Martin: You need the development code in order to have the tex interpreter
work for labels.  The development code is what will eventually become Octave
4.2.

For an immediate workaround in 4.0, use the gnuplot toolkit.  Otherwise, you
can pull the sources from our Mercurial repository and build a development
version.  Or you can wait for version 4.2, but we don't have an estimate of
when that will be release.d
