Details:

The tags target is one of the standard targets that should be available for
every Makefile
(https://www.gnu.org/software/make/manual/html_node/Standard-Targets).  When I
try 'make tags' I get


make[1]: *** No rule to make target 'libgui/dummy.cc', needed by 'tags-am'. 
Stop.
make[1]: *** Waiting for unfinished jobs....
make[1]: Leaving directory '/home/rik/wip/Projects_Mine/octave-dev'
Makefile:25582: recipe for target 'tags-recursive' failed


I can use 'ctags -R' from the top-level directory, but that will also end up
including files in libgnu and gnulib-hg that I don't particularly want to
index.
