I should also add that if I have:
graphics_toolkit('fltk');
in my .octaverc file ans I run the current build I get:

 octave --no-gui
error: octave_config_info: no info for 'features'

/usr/local/lib/octave/4.1.0+/oct/x86_64-pc-linux-gnu/PKG_ADD failed
