Marco, thank you for testing this. I'm mostly worried about breaking stuff in
downstream packagers.

For those reading it here, it works in 4.0.1 because Marco backported
2ee20a290d61 and 8e5eca2c5a64 into 4.0.1 for the cygwin releases.

The final location is supposed to be dependent. Some packages need it in the
arch dependent directory, others in the arch independent, other need different
PKG_ADD in each directory.
Here's what is supposed to happen on each of them:
* io: you should have a PKG_ADD and PKG_DEL file in the arch independent
directory.
* communications: you should have a PKG_ADD and PKG_DEL in the arch dependent
directory
* ltfat: this is a very special case because of their multi-directory
structure. Still, the files are going in the right place for you.
This matches your results after applying the patch which is great.
