Details:

I use Octave 4.0.1 in Windows with a german Keyboard.

In new Version 4.0.1, I cannot enter Umlauts like ö,ä, ß, or µ in the
command line (Befehlsfenster). In the editor, this is possible.

In the old V4.0.0, entering umlauts was no problem.
