Follow-up Comment #3, bug #47617 (project octave):

As I just commented on the bug report mike linked to, if he used the zip
archive, the packages are already built but Octave does not have an internal
package list so it does not see them.  running:

pkg rebuild 

will quickly create this internal list, and then all packages will appear and
be usable.
