Details:

The ability to rotate 3-D plots with the FLTK toolkit has been lost somewhere
along the way on the default branch.

Steps to reproduce


run-octave -f --no-gui
graphics_toolkit fltk
sombrero
## Use the mouse to hit 'R' on the menu at the lower left of the window
## OR
## rotate3d on
##
## Try to rotate the figure, it pans instead of rotates.


This works fine with the qt toolkit.
