Follow-up Comment #9, bug #47768 (project octave):

François, I see that the layout has two "^" symbols (in red).  I was using
the one on the "6" key, but you were presumably using the one next to the "P"
key.

Mike, until this bug is fixed in Scintilla, would it be worth looking for a
way to check if the keyboard has dead keys, and clearing those variables
explicitly before launching the editor?

Alternatively, is disabling the completion pop-up a feasible work-around?  I
find it more distraction than help anyway and so disabled it.) Françcois,
could you try disabling it through the Edit->Preferences->Editor menu?
