Follow-up Comment #106, bug #41699 (project octave):

There is still something weird with Windows that may, or may not be, Octave's
fault.  I find that if I use a Windows cmd.exe window and cd to the bin
directory of the Octave installation before starting octave.exe, then
everything works.  If I go through the VBS file then I get the segfault.

If I change the desktop shortcut to just point to the Octave binary then it
also works.  Maybe we could re-visit that decision.  We started using a vbs
file because on some systems an extra cmd window would appear.  There was also
an issue with running Octave the first time because it would come out
minimized sometimed

Or we could give up, as jwe suggested, and bring the Magick functions into the
core rather than having them be a dynamically linked library.
