Follow-up Comment #2:

Confirmed.  I think it is because an ordinary browser will default to opening
index.html if the bare URL does not name a file.  Apparently the Qt Browser
Widget needs an exact filename.

I made that change on the stable branch here
(http://hg.savannah.gnu.org/hgweb/octave/rev/7cb63f3994b0).  This will be a
part of the 4.0.3 bug fix release.
