Follow-up Comment #10:

Dan, all you should need to do is build with --without-OSMesa (capitalization
is important). Octave will not link in the OSMesa libraries, and building the
documentation will fall back to using gnuplot, problem solved.

Then if you are having problems building the documentation with gnuplot, that
is definitely a separate bug and should be reported.
