Follow-up Comment #8, bug #47263 (project octave):

I'd prefer to leave the checks as they are and fix the conditionals in the C++
code to properly reflect what is actually needed.  So if the code is using
OpenGL features but not checking to see that OpenGL is available, then that
seems to be the real bug.
