Follow-up Comment #30, bug #47974 (project octave):

Dan, gnuplot does allow the labels to be "offset", but there is no means to
specify the actual positions. Meaning we don't know where they are to be
placed and thus, can make adjustments without user interaction. Perhaps we
could add an additional property to the xlabel, ylabel, and title objects to
allow them to be offset? I don't know if that is possible since they are
essentially text objects and likely can't have additional properties.
