OK, attached is a much smaller changeset for border on/off and tick color.

I created a patch for gnuplot that adds color control for the tics and axis:

That will obviate the faux color axes in patch

anyway.  Rather than hold off until that gnuplot changeset is incorporated,
we'll apply the new patch here and revisit this at a later time, as it will
only be a simple patch of maybe a few lines (e.g., check if the gnuplot
version is recent enough, then add "linecolor '0xABCDEF' the "set %ctic"
command).
