Follow-up Comment #3, bug #48172 (project octave):

I am able to build completely, then `rm -rf ./doc/interpreter` and make again,
and no errors for any of the doc targets here (building in a subdirectory of
hg clone).

I am also able to `rm -rf ./doc/interpreter` and rebuild the docs again with
MAKEINFO="$HOME/src/texinfo-4.13/makeinfo/makeinfo" which is a locally built
version 4.13 (but still uses texi2dvi and texi2pdf version 6.1 in /usr/bin).

I don't see where this could be failing, TEXINPUTS is telling makeinfo that it
can find preface.texi in the $(abs_top_builddir)/doc/interpreter directory.
