Details:

The Help menu of Octave's figures with Qt only contain "About QtHandles" and
"About Qt". The attached patch adds an "About Octave" entry.

Also, given it is a bit confusing, unless there are some licensing reasons for
it, I would remove the first two entries and instead use the same Help menu
than the one from the Octave desktop.

[at the moment, the "Share code" entry points to http://agora.octave.org/
which does not seem to exist any more]
