Follow-up Comment #33, bug #48172 (project octave):

Ok, good confirmation, so the gnulib update includes some new Texinfo things
that don't work on Ubuntu 14.04 for some reason.

So next question, does copying the texinfo.tex file from an earlier revision
of gnulib-hg fix this problem for you, when building on the default tip? You
should first delete build-aux/texinfo.tex because it is normally a symlink
into gnulib-hg, then drop the file into build-aux and build. That will
definitively show that this file is the problem.

Someone could also look at upstream Texinfo commit log to see if there is
anything suspicious, anything that may have broken with older TeX versions,
something like that. Gnulib just pulls texinfo.tex from upstream Texinfo
periodically, so we got a bulk update when I pushed that change.
