Follow-up Comment #42, bug #48172 (project octave):

This may be a silly question, but isn't texinfo.tex part of texinfo?

If so, it isn't surprising that a file from texinfo 6.1 doesn't work with
texinfo with a different major number.

Why do we need to have our own copy?  Is it just to remove one unknown of the
environment?  If so, then when the configure process detects that the major
number of the texinfo version doesn't match the one texinfo.tex came from, it
could try to copy from /usr/share/texmf/tex/texinfo/texinfo.tex if that
exists.  It solves the problem on my Linux Mint Debian Edition system.
