Thanks for attempting to help improve Octave by submitting a bug report.
However, there is nothing actionable in this bug report because of missing
information and no evidence of an actual bug within Octave.

The only error you have shown is that some external function is unable to add
a non-existent directory to the path and that a function is not found. Neither
of these are Octave bugs.

And I'm not sure what any of that has to do with fonts or character
encodings.

Also version 3.8.0 is quite old, you might want to try installing the latest
version 4.0.2 for your system.

If you need help learning how to use Octave or help understanding what an
error message means, please try one of the support forums such as the mailing
list or IRC (http://www.octave.org/support).

If you do identify a specific behavior that is a bug in Octave, please open a
new bug report.
