Follow-up Comment #3, bug #48393 (project octave):

I was installing originally using the binary.  I was using gnuplot all along -
i.e. graphics_toolkit(gnuplot).  When I removed everything and re-installed
using brew, everything seems to work.

I'd be happy to help investigate if there is something I can do with my
current installation.
