Follow-up Comment #20, bug #48474 (project octave):

OK, it's a gnuplot bug then, and do we know if it appears to have been fixed
in some more recent version, e.g., the 5.1 development version?  I'm looking
through gnuplot's changelog and can't see any pertinent change regarding only
win.trm.  There are a lot of encodings issue for the Windows terminal in the
past couple years, otherwise it might be a more general problem that just
happens to be more problematic in Windows.

If there hasn't been a fix in gnuplot, my guess is this wouldn't be too
difficult to fix.  Let me know, and I'll post the gnuplot-command file to the
gnuplot bug list.

The other terminal that I think Windows users can use is wxt.
