Follow-up Comment #1:

This is actually part of the "System Identification Toolbox", not the "Control
System Toolbox". But yes, I see the Octave control package already has the
"arx" and "iddata" functions implemented.

Retitling / recategorizing as a wishlist request. Note that reporting such a
request doesn't actually do much in practice, unless the package maintainer,
other contributors, or yourself are motivated to provide these functions.
