That's Ethan's opinion.  But gnuplot is used by so many people in so many
different ways.  For example, up until a recent OS upgrade 'qt' terminal was
very slow for me and x11 was a fallback.  There is still activity in the
Changelog for the Windows terminal.  My thinking is it is easier short term to
upgrade to, say, gnuplot 5.1 if it is released before the next major Octave
release than it is to move to Qt terminal inclusion in Windows version. 
Although the Qt terminal seems the way to go because it will match in
appearance the Octave GUI, the risk is major breakage in the course of a
couple months.
