Follow-up Comment #38, bug #48474 (project octave):

I have executed the dirty hack to  gnuplot-1-fixes.patch and gnuplot.mk and
built gnuplot for windows qt4.

gnuplot-1-fixes.patch
config/mingw/Makefile
change QT_DIR value
change linking libraries to those of the qt4
change MOC, UIC, RCC, and LRELEASE values to use temporally  linux
corresponding ones.

gnuplot.mk
add target gnuplot_qt.exe

However, as expected. mousing does not work (incredibly slow). 
The Makefile of current gnuplot for windows is only prepared for qt5.

If we want build gnuplot for windows with qt, we have also build qt5.
