Follow-up Comment #7, bug #48557 (project octave):
The makefiles were still broken as I had suspected a few days ago. The list of
missing functions from configure was not getting passed to the scripts.
Everything should now be fixed in this respect. I've succesfully built the
package both with Octave 4.0.1 & GSL 2.1, as well as Octave 3.4.3 & GSL 1.13.
