Follow-up Comment #3:
If you are talking about the on-screen rendering of the plot, as opposed to
the output when the print() command is used to save the figure to an image
file, then it may be due to limitations of gnuplot's windows terminal and not
an Octave bug. If the dashed lines do not appear properly in a saved eps or
png file, then that may be a bug.
