Follow-up Comment #3:
The --disable-docs option shouldn't disable creation and installation of the
DOCSTRINGS files. That option is really intended to disable things that
require TeX. Maybe it should be renamed, but that's not a high priority for
me.
The problem should be fixed by this patch:

It also fixes a problem with cross compiling VPATH builds from tarball
distributions. Let me know if there are still problems as this needs to be
fixed before the release.
