We don't have tests for Octave command line options. I'm not sure how to best
handle this things. Some cases:
* the option -norc should skip initialization files
* the --no-site-file not even the system wide file
More simple ones (that caused this):
* test for no extra newlines at the end (this bug has reappeared and been
fixed multiple times before)
* test for skipping the startup message
