Details:

I am running Windows 10 and Octave 4.0.3. When I open the Octave GUI, it opens
up maximized to fit my screen. If I do any of the following, Octave crashes:

* Minimize then maximize the GUI
* Move the GUI to my second monitor
* Minimize, move the GUI to my second monitor, then maximize
* Minimize the GUI (this only crashes Octave sometimes)

This happens both on 4.0.2 and 4.0.3. I was using 4.0.2 up until today, and
this bug only started happening a couple weeks ago. I did not change anything
with Octave between before the bug or after it started happening.

Please let me know of anything I can do to help solve this bug.
