Follow-up Comment #5:

We could do that, to be consistent with the way we set CC and CXX, but that
wouldn't fix this bug. That would only be useful in cases where a package has
a configure script with AC_PROG_F77, which AFAICT is only the tisean package,
or a Makefile that sets F77 to a hardcoded value, which is none of the
packages.
