Details:
The current directory "." is always in the load path. When the current
directory is changed, new function files and compiled functions in oct files
are added to and removed from the symbol table automatically. But if the new
or old pwd contains a PKG_ADD or PKG_DEL file, it is not handled like it
normally would be with addpath/rmpath.
This may be an abuse of the function, open to input from others, but it seems
to me to be a logical extension of the PKG_ADD/PKG_DEL feature.
