[Octave-bug-tracker] [bug #49118] GUI editor cannot run file in folder name with umlaut

Follow-up Comment #5, bug #49118 (project octave):

This bug has several distinct differences to the older bug #42036:
* This new bug happens on linux systems (and probably as well on Windows
systems), but bug 42036 was only present on Windows systems.
* This new bug was not yet present in Octave 4.0.3 (neither Linux nor
Windows), but I guess 42036 was. So this new bug seems to me to be a
regression.
* This new bug only concerns the GUI elements of Octave, where as 42036 was
also present in the command line box of the GUI, as well as in the CLI-version
of Octave.
