Details:

When browsing the Octave documentation using the GUI on Win7 64bit neutral
quotation marks (prime symbols) that surround variable names and snippets of
code in the text are displayed as an "a" with a circumflex (â). I attach a
screenshot. This problem does not occur when using help, so I chose the
category "GUI".
I have seen the same problem with Octave 4.0.3 and 4.2.0-rc1.
