Follow-up Comment #14, bug #49179 (project octave):
Another thing to try is to install a standalon gnuplot
(from https://sourceforge.net/projects/gnuplot/files/gnuplot/5.0.4/)
set gnuplot_binary to the new version and see if the problem
is due to gnuplot included with octave.
