Follow-up Comment #7, bug #49216 (project octave):

One could try messing around with the etc/fonts/conf.d/60-latin.conf file,
which looks to me like the file in charge of selecting the order in which
sans-serif fonts are selected on the system (assuming fontconfig is configured
to find that directory in the way it is built for the Windows bundle). Arial
is in the list, but not at the top of the list.
