Follow-up Comment #1:
Confirmed, and only applies to Octave built with Qt 5.
Possibly some change in a Qt widget that automatically captures certain key
events by default.
Easy to work around by using many other possible keystrokes to scroll in the
less pager, including Space, f, or d to scroll forward, and b or u to scroll
backward.
The default help line that Octave prints at the end suggests to use b and f.
Another workaround is to completely disable the pager with "more off" and just
use the scrolling feature of the command window.
