Details:

there is a mismatch between matlab and octave behavior when using 0 as the
second argument for svd

in octave 4.0.0

>> [~,~,c]=svd( [1,1,1] ,0)
c =

   0.57735
   0.57735
   0.57735

in matlab 2014

K>> [~,~,c]=svd( [1,1,1] ,0)

c =

   -0.5774   -0.5774   -0.5774
   -0.5774    0.7887   -0.2113
   -0.5774   -0.2113    0.7887

it would be good to modify the svd function to behave like matlab or raise an
error
