Follow-up Comment #7, bug #49222 (project octave):

Philip, thank you for sharing your investigation.

Using "ispc" in tidyxml would break comaptibility of scripts between Windows
and GNU/Linux. So although this would be an easy fix for my problem I wouldn't
do this.

Using and option for xls2oct (and the others which use tidyxml) like
"remove_non_ASCII" (because that is what it does, it removes non 7-bit ASCII
chars) seems to be the cleanest approach, default to "=0, No".

Of course the best fix would be to fix reading unicode in the MXE build. Do
you have an idea where they get lost?. Does the other interfaces (POI, UNO)
work with äöüß°?. I don't have a windoze OS at home so I can first try
this next week on work.
