Follow-up Comment #8, bug #49222 (project octave):

IIRC there are several bug reports about unicode in Octave on Windows, but I'd
have to search first. I hope to find some time for that this week.

At first it was a little surprise to me to see Octave properly displaying
unicode, even if in a bash-based terminal. But of course it is Octave's string
handling functions that are unicoode-unaware, the rest should be OK. Except
for mxe, that is. But Octave-on-Windows invokes an underlying cmd.exe that
(AFAIK) *is* unicode-aware as well. Go figure.

Maybe we'd better move this discussion to the maintainers ML, that has a wider
audience so we may have a better chance for a usable answer there.
