Follow-up Comment #8, bug #49323 (project octave):

I checked in the change to have the user's inputrc override Octave's
(http://hg.savannah.gnu.org/hgweb/octave/rev/51b7d8456ce3).

That still leaves the weird behavior I am seeing with the left arrow key after
calling graphics_toolkit.
